Eskom Announces Recovery Plan

This is an advert flighted by Eskom Holdings Limited, the South African Power Utility company, in major national newspapers following a spate of power outages in the port city of Cape Town.

At Eskom, we're pleased to announce that recovery plans for Koeberg Power Station have been put in place and that every effort is being made to restore the electricity supply to the Western Cape as soon as possible.

To address the significant load shedding experienced in the Cape since November 2005, Eskom has developed a comprehensive recovery plan:

Over the next three months, Eskom will run Koeberg Unit 2 at a decreased power output until the refuelling and maintenance outage towards the end of May.
  • Repairs to Koeberg Unit 1 will be undertaken before the Koeberg Unit 2 refuelling.
  • During this time, the balance of the electricity needs of the Cape will be supplied via high-voltage transmission lines as well as peaking generation in the region.
  • It is estimated that during peak periods there will be a shortfall of some 300 MW. This shortfall will be addressed through an extensive Demand Side Management (energy efficiency) programme.
  • We have engaged with potential independent power producers for assistance and have obtained an additional 80 MW at a cost of R115 million. We have also procured a number of mobile generation plants for an additional 100 MW for utilisation during the winter peak period.
  • Some 500 Demand Side Management teams will implement the Efficient Light Programme assist with the adjustment of geyser temperatures, offer advice on measures such as pool pump settings, and provide general information on the conservation of electricity in residential areas.
  • Eskom will also initiate a subsidy programme for energy efficient lighting and other emergency coping products.
  • Furthermore, Eskom will accelerate its R200 million water heating load management project (ripple control relays) in the Cape.
  • The replacement of glass insulators with silicon insulators to reduce the effects of pollution.
The current generation capacity issue requires that Eskom and its customers work together to limit the demand on the system. Customers can limit their daily demand for electricity by switching off non-essential electricity equipment, turning their geyser temperature down to 60 degrees, and replacing incandescent bulbs with energy efficient or CFL bulbs.
